If you deliver food or parcels by e-bike in Vilnius, knowing the rules keeps you safe and helps you avoid fines. Here is a short overview based on EU rules and the Lithuanian Road Traffic Rules (KET).
What counts as an electric bicycle
Under EU rules, a pedal-assisted bike with a motor of up to 250 W, where the assistance cuts out at 25 km/h, is treated as a bicycle, not a moped. That means no registration, number plate or vehicle insurance is needed. Bikes that are faster or more powerful are a different vehicle category with stricter rules.
All ENGWE M20 and M1 bikes rented by Kilun have a 250 W motor, are limited to 25 km/h and are EN 15194 certified.
Helmet
- Under 18: a helmet is mandatory.
- Adults: a helmet is strongly recommended — as a courier you spend many hours a day in traffic. Kilun includes a safety-certified helmet with every rental.
Lights, reflectors and vest
- Your bike must have a working brake and a bell, a red rear reflector or light, and side reflectors on the wheels.
- When riding on the road in daylight, you need either front and rear lights or a bright vest with reflective elements.
- In the dark or in poor visibility you need a white front light, a red rear light and a bright reflective vest at the same time.
Where to ride
- Use bike lanes and cycle paths where they exist.
- Where there is no cycle path, you may ride on the road. Riding alone on the road is allowed from age 14.
- For safety, keep your phone in a handlebar holder rather than in your hand while riding.
Fines
Breaking cyclist equipment rules can lead to a fine, usually from €30 to €90, according to Lithuanian media reports. Rules change from time to time, so check the official text of the Lithuanian Road Traffic Rules (Kelių eismo taisyklės) for the latest version.
Riding safely in winter

- Turn on your lights and wear the reflective vest from the start of the shift — it gets dark early.
- Brake earlier and avoid sudden turns on snow, ice and wet leaves.
- Keep a safe distance from buses and trucks and stay out of their blind spots.
Parking and theft
- Lock the bike through the frame to a fixed object, such as a bike rack or railing — not just the wheel.
- Take the key with you every time you leave the bike.
- Every Kilun bike has a GPS tracker. If your bike is stolen, tell us right away — we work with the police to locate and recover it.
What to do after an accident
- Make sure everyone is safe. If someone is injured, call 112, the European emergency number.
- Take photos of the scene, the bike and any vehicles involved, and write down the contact details of the people involved and witnesses.
- Tell Kilun as soon as possible. Do not keep riding a bike with damaged brakes or a bent frame — we will tell you where to bring it.
